Every single day I put on my uniform and serve the people of Memphis, I am reminded of a fundamental truth: there is greatness in every corner of our city, and there is greatness in every person who calls it home. My job on the force—and my goal as I run to represent District 8 on the Shelby County Commission—is to protect that greatness and clear the path so our communities can thrive.

But as a law enforcement officer, I don't just see the aftermath of crimes; I see the underlying factors that fracture families and destabilize neighborhoods. One of the most devastating, quiet crises ripping through our streets isn't happening in dark alleys—it is happening in broad daylight on our commercial corridors.

It is the predatory trap of payday lending.

Recently, I was sitting down with my friend JR Robinson, the CEO and Co-Founder of JustMy and JustMyMemphis. We were talking about what it takes to truly change the trajectory of our city. I told JR that if we want to talk about real, systemic change, we have to shine a massive spotlight on an organization called Forward Memphis.

Ground Zero: The Brutal Reality of the Payday Trap

When we talk about public safety and economic opportunity, we cannot ignore how financial desperation makes our communities vulnerable. Memphis is frequently targeted by predatory lenders who cluster their storefronts directly inside our historically Black and brown neighborhoods, including parts of District 8.

The strategy is intentionally designed to catch hardworking folks when they are at their lowest point. Over half of our neighbors have credit scores below 633, and a staggering number don't have a $400 safety net for an unexpected emergency. When a car transmission blows, a medical bill hits, or utility disconnection looms, traditional banks shut their doors to them.

Payday and title lenders step in with quick cash, but they hold our families hostage with terms that should be criminal:

As an officer, I see the crushing stress this puts on households. It tears families apart, drives mental health crises, and drains the economic lifeblood out of our neighborhoods. Band-aids and short-term cash advances don't fix this—they fuel it.

The Intervention: What Forward Memphis Does

What Travis Moody and the team at Forward Memphis are doing isn't just charity; it is a vital community intervention. They have built an off-ramp out of the predatory lending cycle by combining structured accountability with fair financial access.

Through a deliberate four-step process that combines financial coaching with access to affordable financial assistance, they help families take practical steps toward improving their financial health and achieving long-term stability.

 

Step 1

The Application

Working Memphians facing a financial crisis apply online to bypass predatory storefronts entirely.

Step 2

The Honest Assessment

Applicants meet one-on-one virtually with a trained Money Coach who reviews their overall financial picture as part of the coaching process.

Step 3

Strategic Advice

The Money Coach completes the coaching process and provides sustainable recommendations. The applicant then takes steps to complete those recommendations.

Step 4

True Capital Access

Following the coaching process, applicants may be approved for up to $5,000 in financial assistance, based on their coach’s recommendation.

 

Why This is the Right Path Forward for Shelby County

As a candidate for County Commission, I am focused on policies and partnerships that build long-term community resilience. Forward Memphis works because it doesn't just hand out a check and walk away; it hands over the keys to financial independence.

By wrapping every single dollar of emergency capital in mandatory, one-on-one financial coaching, they ensure our neighbors are learning how to build credit, establish safety nets, and navigate away from banking traps permanently.

When a family escapes predatory debt, the trajectory of that entire household changes. Stress levels drop. Parents can invest in their children’s futures. Neighborhood economies stabilize, and localized crime rates drop because economic desperation is reduced. Financial security is public safety.
