Standing by Our Veterans: How Targeted Justice Protects Both Heroes and Neighborhoods
Business 101 | July 10, 2026
Joe Ozment addresses the unique challenges veterans face in court, advocating for specialized support that upholds public safety first.

When a man or woman puts on the uniform of the United States Armed Forces, they make a solemn promise to protect our country, often at immense personal cost. When they return home, the scars of that service aren't always visible. Many veterans struggle with post-traumatic stress, traumatic brain injuries, and deep-seated mental health challenges that can, unfortunately, lead to interactions with the criminal justice system. As a current board member of the Shelby County Veterans’ Court Foundation, I have seen these tragedies firsthand. I have also seen what happens when we handle these cases with the specialized focus and structure they require.

Let’s be very clear about the mandate of our justice system: public safety must always remain the absolute priority. Serving our country does not grant anyone a license to break the law, nor does it diminish the rights of crime victims. True compassion for our veterans cannot exist without real accountability. However, a traditional courtroom often misses the underlying factors driving a veteran's behavior. That is where targeted, specialized interventions come into play, providing an environment that holds individuals strictly accountable while simultaneously offering the structured support needed to address the root causes of their conduct.

Veterans’ courts work because they leverage the unique military culture of brotherhood, discipline, and accountability. By pairing a veteran with mentors who understand their experiences, and coordinating directly with the Veterans Administration for mental health and substance abuse treatment, we can enforce compliance far more effectively than standard probation. We don't give anyone a free pass. Instead, we demand that they face their issues head-on, complete rigorous programs, and earn their place back as productive members of our community.

When we reduce recidivism among our veterans, we aren't just helping an individual who lost their way; we are proactively keeping our neighborhoods safe. Every veteran who successfully navigates a structured intervention program represents a lower crime rate, fewer victims, and a safer Shelby County. On the bench in Division 8, I will bring decades of community involvement and board experience to ensure that our veterans’ initiatives operate efficiently, transparently, and with an unwavering focus on the public good. We owe our heroes a system that understands their unique burdens, but we owe our citizens a judge who will always put the safety and security of Memphis families first.
