Beyond the Rotating Door: Why Smart Sentencing is the Only Way to Secure Memphis
Business 101 | July 10, 2026
Joe Ozment outlines a balanced approach to Shelby County justice: combining strict accountability with smart sentencing to break the crime cycle.

When you’ve spent 34 years walking into courtrooms in Shelby County, you develop a clear-eyed view of what works and what doesn't. You see the same faces cycle through the system, the same heartbroken families waiting in the gallery, and the same frustration gripping our neighborhoods. Let’s be completely honest with ourselves: the current approach to public safety isn't giving Memphians the peace of mind they deserve. People are living in fear, and they have every right to demand better from their judiciary. But true public safety isn't a slogan you slap on a campaign yard sign. It requires a deep understanding of the law, a steady hand, and a commitment to real, unyielding accountability.

To secure our streets, we have to talk about smart sentencing. For over 24 years, I’ve had the privilege of serving on the board of the Shelby County Drug Court Foundation. That experience fundamentally shaped how I view criminal justice. Real accountability means ensuring that when someone breaks the law, there are swift, meaningful consequences. It means keeping violent offenders off our streets so our neighborhoods can thrive without fear. But a strong justice system must also be smart enough to recognize that if we don't address the root causes driving non-violent crime—specifically addiction and mental illness—we are simply postponing the next offense.

Think about it this way: if a pipe bursts in your home, you don't just keep mopping up the water forever while ignoring the crack in the iron. You fix the leak. Smart sentencing is about fixing the leak. Where structured supervision, intensive treatment, and strict community oversight can safely break the multi-generational cycle of reoffending, it isn't just the compassionate choice—it is the smarter, more practical choice for Memphis. When we guide an individual away from addiction and back into a stable, productive life, we create one less offender, prevent dozens of future crimes, and protect countless potential victims.

As your next Criminal Court Judge for Division 8, I will bring this balanced approach to the bench every single day. I will ensure that the violent elements threatening our families face the full weight of the law. At the same time, I will utilize the specialized tools at our disposal to steer non-violent individuals toward rehabilitation when it serves the ultimate goal of public safety. Every decision a judge makes vibrates through our neighborhoods. It affects the clerk walking to her car at night, the kids playing in the front yard, and the business owner locking up his shop. My commitment to you is a courtroom that values efficiency, demands absolute accountability, and applies the law with the wisdom and experience required to build a safer, stronger Memphis.
