When Dr. Frederick DeWayne Tappan speaks, you don’t just hear a candidate; you hear a man who has spent 29 years in the trenches of the human experience. As a retired chief investigator and a longtime pastor, he doesn't operate on emotion—he operates on a "cacophony" of collective effort.

In a recent candid sit-down, Dr. Tappan pulled back the curtain on why he is stepping out of retirement and into the line of fire for the Memphis-Shelby County School Board.

The "Abomination" of the Status Quo

"We say that our children are our greatest asset," Tappan says, his voice steady but urgent. "But the way we’re treating them is an abomination."

For Tappan, the current board has lost its way in a fog of national embarrassment and internal friction. He argues that the community has forgotten the "triumvirate of education"—the students, the teachers, and the parents. "When is the last time you saw a story about the board that had anything to do primarily with them?" he asks. His mission is a "refraction"—a deliberate bending of the focus back to the basics.

The Heart of the Candidate


The 15-to-1 Solution

Tappan isn't just offering platitudes; he’s offering research. He analyzed the top 25 schools in Tennessee and found a singular common denominator: a student-teacher ratio of 15-to-1 or less.

Knowing that immediate budget shifts are difficult, Tappan proposes a "Village Concept" in the classroom. By placing teacher assistants in every room, the lead teacher can present a concept to one half of the class while the assistant reinforces it with the other. "It’s a travesty that our teachers spend $1,000 of their own money to stock their classes. We don't just need to fund them; we need to flank them with support."

The Literacy-to-Prison Pipeline

As a former chief investigator, Tappan’s most passionate point is the "scary" reality of third-grade literacy.

"Private prisons look at third-grade literacy to predict their future bed counts," Tappan explains. "From kindergarten to third grade, you learn to read. From fourth to twelfth, you read to learn. If you aren't on level by third grade, you’re behind the eight ball."

His plan involves intensive reading support through fifth grade and a "Student Attendance Dashboard" to combat the alarming 40-50% absenteeism rate. For Tappan, attendance isn't just about grades—it's about keeping children out of the system he used to investigate.

A Voice Rooted in Faith

Despite his data-driven approach, Tappan’s core remains spiritual. He quotes scripture not as a campaign slogan, but as a survival strategy. "Our strength was never rooted in a government situation," he says. "It came from our faith, the power of love in our families, and a refusal to say 'uncle'."

He is asking for your vote not because he needs a job—he’s already retired—but because he has the time, the integrity, and the "village" mentality to turn the tide for District 6.
