From Budget Chairman to Trustee, Michael Whaley outlines his vision for a tech-forward, transparent, and collaborative county bank.

The role of the Shelby County Trustee is often described as the "County Banker," and while that is technically true, it’s a role that demands more than just basic accounting. It demands visionary leadership.

As the Immediate Past Chairman of the Board of Commissioners and the former Budget and Finance Chair, I’ve seen how the County manages its checkbook. I’ve seen the trends, the receipts, and the missed opportunities. I believe the Trustee’s office can—and should—play a more active role in how we attract business and how we communicate the real-time health of our economy to the public.

Transparency Through Technology

We live in a world where you can manage your entire life from a smartphone, yet interacting with local government often feels like stepping back into the 1990s. A "Better Future" involves a Trustee’s office that is modern, digital-first, and incredibly easy to use.

I want to improve the way citizens interact with us online. Paying your taxes shouldn't be a chore, and finding data on how your money is being invested shouldn't require a public records request. I want to build a "modern dashboard" for Shelby County—a place where taxpayers can see exactly how their resources are being stewarded.

Collaborative Leadership

The Trustee also maintains the ledger for PILOTs (Payments in Lieu of Taxes). While the Trustee doesn't approve these incentives, they see the data daily. I believe the Trustee should be at the table with other leaders, using that data to predict which investments are truly going to move the needle for our community.

We need to stop saying "that’s not my job" and start working together. Whether it’s using our incredible assets like Shelby Farms Park to attract businesses or being honest about the real-time fiscal impact of a new development, the Trustee should be a visionary partner in our city's growth.

I don't think "politically"—I think about getting things done. I want to take my experience in economics and my passion for this community to transform the Trustee's office into a hub of innovation. Together, we can see beyond the world as it is today and create a Shelby County where the "Better Future" we talk about is the reality we live in.
