To Bennie Smith, the current lead of the Motor Vehicle Registration division, that is exactly what the Shelby County Clerk’s Office looks like today. At a recent community forum, Smith stood before voters not just as a government employee, but as a software engineer and finance expert who has spent his career in the high-stakes world of corporate analytics at FedEx, ABB, and Hilton.

"I bring you greetings from the future," Smith told the audience. "Government usually runs on a 20-year lag behind Corporate America. I’ve been developing software for two decades; I’ve seen these problems before, and I know how to build the solutions."

The ABCs of a Functional Office

Bennie Smith isn't interested in political posturing. He views the Clerk's Office as a financial institution that just happens to be run by the county. His platform is built on the ABC Principles:

  1. Automation: Using software to handle remedial, "grunt work" tasks, freeing up employees to focus on complex transactions and customer service.

Better Pay: Smith is a fierce advocate for his staff, noting that the workers (predominantly young African American women) have been "villainized" by the media for systemic failures they didn't create. He believes competitive compensation is the only way to retain the talent needed to run a multi-million-dollar operation.
  3. Customer Focus: Moving away from a "First-In, First-Out" (FIFO) model to a modern, appointment-based system where residents can upload documents and get them pre-approved before ever leaving their house.

Proof in the Numbers: Dropping Wait Times by 45%

While others talk about what they will do, Bennie Smith shared a "fun fact" about what he has already done. When he took over the Mullins Station location—recently ranked 2nd worst for service in the country—he didn't ask for a massive budget increase. Instead, he focused on the team and the process.

In just one year, despite the negative ranking, the Mullins Station DMV under Smith has shown a significant improvement, with a 45.6% decrease in negative reviews over the past year.

"No extra money. Just focus," Smith said. "The buy-in from the employees is the core function of everything I’ve been able to do successfully. They are holding this place together on a wing and a prayer, and they deserve a leader who brings them the right tools."

A Financial Institution, Not a Political Playground

With the Clerk's Office collecting nearly $200 million a year, Smith argues it needs to be structured like a bank. He pointed out that the headlines aren't just about long lines—they are about failed financial reports. "You have to pay for good professionals to do finance work," Smith noted. "We are the least favorite purchase of everybody in this room, but we can at least make the transaction efficient and accurate."
