As the youngest woman ever elected to the Shelby County Board of Commissioners, Thornton has spent her term looking at the $1.6 billion county budget from the top down. At a recent forum in Germantown, Thornton was clear: the chaos residents feel in line is a direct result of two things: People and Process. "I have sat in my seat on the Commission and watched the headlines. I’ve made the asks for the required documents and seen them come up short," Thornton told the crowd. "Anyone would scratch their head and wonder, ‘Why can’t we seem to get it together?’ My answer is simple: We have to prioritize the people doing the work and the process of how that work gets done."

Investing in People: Beyond the Minimum

As a sitting Commissioner, Thornton has been a vocal advocate for competitive wages. She understands that the high level of vacancies and the reliance on temporary workers in the Clerk’s Office is a recipe for the inconsistent service residents experience.

"We just increased the minimum salary to $20.00 an hour, and that has to be a continuous push," Thornton noted. She shared a sobering reality from her visits to satellite offices: supervisors opting for early retirement because the "culture and the pain" aren't worth the paycheck. "We can’t run Shelby County if we don’t have a workforce that is supported and valued. People would rather work for Chick-fil-A than Shelby County right now—and that is a real problem we have to solve."

Modernizing the Process: Remote Access is the Future

Thornton’s "Process" fix is rooted in 21st-century accessibility. She points out a glaring inefficiency: why are Shelby County residents standing in 3-hour lines when other counties allow citizens to renew their tags at the grocery store?

"60% of this operation can be done remotely," Thornton argued. Her plan includes:

  1. Robust Kiosk Systems: Rolling out kiosks across the county to make the office accessible outside of standard business hours.
  2. Killing Windows 7: Thornton confirmed that the Clerk’s Office is the last in the county to modernize, still operating on obsolete software. "The computers are in the office. They just need a leader to get the technology updated and the staff trained."
  3. Visionary Sourcing: While others wait for vendors, Thornton is already collaborating with successful Clerks across the country—including an endorsement from Cook County Commissioner-turned-Clerk Monica Gordon—to bring best-in-class innovation to Memphis.

An Experienced Executive for a Critical Office

Britney Thornton isn't just a visionary; she is a hands-on executive who already co-manages a $1.6 billion operation. She is running to be a "high-functioning" leader for a "high-functioning" office.
